Wiper Motor Problem with Speed of wipers

First off let me inform you I am not mechanical incline and I cheated and had a shop install my wiper motor and they do not return my calls.
My wipers move at the same speed, on High or Low, but when I turn them off it moves faster.
A friend told me that it could be the ground, I haven't tinkered with it because its still in storage and I don't want to start tinkering and next I know I have to find a shop to fix my errors in deduction.
Any help is welcome.

Try earthing the wiper motor to the body. Did they put the earth strap back on it should be easy to see.

If this is a two speed motor, here's bench test procedures for it

three speed bench test procedures are also located on the same blog spot.

You only mention two speeds so I'm making an assumption that it's a two speed wiper motor.  I've seen 3 speed motors run at the "wrong" speed on different settings, when I get them in for repair, the bulkhead clip is wired in the wrong order, thus wrong order of speeds?
