Dash pad Studs needed?

I sent my dash pad in to get recovered had to send it back due to some mistakes on it, got a totally different one in the other day. I was getting ready to install and noticed that this dash pad never had two studs that are located right above the ralley cluster just wondering if I need them or not?

the old dash pad with the frame still attached you can see the nuts attached by the red arrow
