Where does this go??

I'm working on my 68 Charger. I have a box of pieces that came with it. Anyone know where this piece goes? What it hooks up to? Any pics would be helpful.

B5B got  it  ground strap steering column    can't quite make out  the others have you a closer picture  ,

and to specify where it goes -  it attached to one of the 4 bolts that bolt the big ugly column bracket to the column itself - then goes on one of the studs that the brittle white plastic pieces slide over.
