73 Charger w/power disk brakes

Brake pedal will not come all the way back up, so the brakes drag.

Is there a spring or something on the pedal that should bring it back up or is that a sign of a bad master cylinder or ??

yes there is a spring inside the booster. You can get stuck the booster rod and spring unable to push it back.

Master cilinder doesn't take care of push it back really, although pistons also have its own springs and can help too.
