upper control arm cam bolt?

What direction do they go in? I have searched on here and some say that the nut should be in the engine compartment and others say the nut should be on the inside of the a-arm. My service manual does not say and has a picture showing only one of the bolts going with the head of the bolt in the engine compartment. Who's right?  Thanks

They came from the factory with the nut inside the engine compartment, that's the way they should be.
