i stripped my charger down to the very last nut , bolt & clip , never had any thing  like that  ,   :scratchchin:

That's a defungal bearing c-retainer.  Can only be removed with a 3g metric flat headed driver.   :nana:

Thats a lower front finder shim. They go at the bottom of the finder to line the finder to the door. Not all of the cars needed them, :drool5:
