I have access to a 400 block and if it passes inspection I may consider stroking it instead of rebuilding my existing 440.  Just out of curiosity, can anyone decode these numbers?  I'm wondering if they mean anything.

Not much to tell, typical casting numbers for a 400 cast on April 4, 1974.

The numbers stamped next to the distributor will tell you more.
