Does it have to be grounded to the battery negative side? Mine has wire that runs to negative side of battery.

tranny takes the ground by chassis and sends to starter relay through the NSS once is in P or N... rest of position isolates the NSS from tranny chassis ground

HI Nacho,
Can this be measured by voltmeter? I am also having the problem where my 70 charger won't start. The Ignition switch I believe, died. I have a new one plugged in but not mounted in the console. still no start.
If I jump it at the balast resistor it starts. I have measured the voltage coming out of the yellow wire wile it is "cranking" and it is 11.5v going into the resistor. aaargh where do  go next?

two diff things here

NSS check... use continuity check, between tranny chassis and center pin of NSS on N or P. Then check wiring. Plugging the NSS plug proceed the same with any chassis point and brown traced yellow wire.

You can also check VOLTAGE with a positive source and center pin of NSS. I thing the closest constant positive source down the car is the starter motor stud. Same about the brown traced yellow wire and starter relay stud.

However, continuity test it should be enough, and easier.

Now the yellow wire deal. To be able to crank the engine needs to get both conditions at the same time. Ground coming from NSS, of course just on P and/or N and yellow wire being energized on START

You talk about ballast. ballast has nothing to do with starter relay, but taking one step forward on the checking.

Unplug ballast resistor, and check for 12 volts in RUN at blue wire.

then check for 12 volts at brown wire in START

those are all the test related with ign system, the switch, and related wires at engine bay

NOTE, with ballast plugged, both ends of ballast ( and its wires ) are energized, just that when one gets 12 volts, the other one gets around 4-9 volts ratio on same position... then backwards on the other switch position. Ballast works like a splice/junction on this case.

Thank you, I will check it and give you an update.
I was wrong when I stated ballast, hear is a picture of what I was talking about. I thought it was a ballast until I have done further research. I still don't know the name of it yet...
