Does fender get mounted before shields?

I've got the fenders mounted and getting ready for paint.  Do all of the spash shields (the are like three separate ones) and what not have to be installed ahead of time?  Am I going to have a trouble getting the shields in place after the fender is "painted" in place.  I don't want to have to crack the paint, remove the fender to put the shields on.


I'm having trouble remembering what I needs to put on before the fenders go on.

The shields go in after the fender. I usually wait to install them until right before it gets the wheel wells undercoated.
