The police spokesperson said he was alert and conscious, though critical. To me, the word alert does not come to mind given the young man's behavior. That would assume a degree of awareness and intelligence that clearly is not present.

The News reports don't (or didn't this afternoon) have it pegged as a car chase. Just a cruiser in the right place at the wrong time.

He was ejected from the car. That is why he is alive. I suspect the car spun round in the air and hit the bridge drivers side B pillar first. Being a unibody, the car tried to wrap around the pillar, but the force was so great it just sheared into pieces.
