Does paypal still requires the Expanded number code ?

Just a question. A friend of mine got money from me in cash here. Then she will make the deposit on its bank account up there and she will paypal me ( through its new paypal account, she didn't have it before ) to my own paypal account. thats the only way I have to have money outside here and be able to drive the money by myself.

Does Paypal still makes the credit card verification/comfirmation with the expanded number code with the $1.95 credit into the paypal account from the credit card ?

when I made my Paypal account I was requiered to make that step to be able to make payments.
