Fender Tag Help - 69 Dodge Coronet

Alright I'm trying to help my brother and am without any of my books or even a way to look at my fender tag so I need some help.

Here is the fender tag:

I have pretty much decoded everything with the online decoders and such but the only thing I am having trouble with is the W1 W1 on the second line.  All I have been able to find is that its a paint code for White so any ideas??

My understanding is that the first one is the paint code for the exterior, the other is the paint code for the interior door frames.

White body paint, white top paint (white top cancelled by the V1X) X9 is the upper door frame paint (black) since it was mentioned.
