Help to figure out where splash shield goes...

I have a 72 I am working on.  There are two splash shields that go in the front on the sides of the engine bay. 
I know by the holes that the Dr side goes near the firewall on the outside. 
The Pass side has me stumped. 
Does it go on the inside of the engine bay or on the outside like the Dr side? 
Seems to be molded to fit on the inside, but I don't remember how I took it off.  Anyone have an idea?

This factory assembly sheet shows the drivers side splash shield outside and the passenger side inside the engine compartment.

69-71's are all the same - 1 inside, 1 outside. I assume that didn't change for '72.
