How would I got about finding out who a owner is when the car has no plates on and it mostly covered up?

Ask the locals about it.  Most likely you won't be the first asking about it.  If that fails, go to the county seat and see who is registered as the landowner and go from there.

I understand the what your saying on the first part and 2nd part. But the area it's on is kinda a (I think) storage spot where others also put there stuff in that fence in area. The car as i know of has set there for at least 2 years maybe alittle longer.

I know where there's one sitting around here behind a fence. Abandoned for like 18 years at a shop. Shop owner will NOT sell. Car is so rotted it is folding in half, despite there are still lots of good parts on it.

This one is sitting in grass and the grass is getting deep now. The car also has a trap over it that every now and then will blow off and then someone put's it back on the car. But the front and tail end sticks out though. A friend of mine one day was help a friend of his that worked for a place just across the street was unloading something next to the fence area and my friend  had a chance to look at the tail end of the car. I guess get said the back of the car to what he could see was rusted badly and that it would need work done.
