Dash Gauges Question... Help?

So I'm getting the interior back in the Charger and all is looking pretty good considering the shape she was in when I picked it up. However, none of the gauges work. They worked up until a few years back, so I'm going to check the voltage regulator and general fuses. Can you guys recommend any other areas that I should check that might cause the entire dash gauge cluster to not function? Every now and then the voltmeter will spike a small bit but it won't stay on.

Remember the cluster is grounded to the dash so it has to be screwed tight into the dash frame to be properly grounded
