Was wondering about the best technique for 'oil-canning' or metal shrinking. I have some highs on either side of the dutchmen panel that I can pop up and down. How would be the best way to relieve the panel?

Heat a spot in center up to red hot with torch then quickly quench with water (using sponge), repeat at multiple spots (not same spot) until panel is tight enough to not pup up/down anymore.

I have an attachment on my stud welder that I can heat shrink metal with. Very handy tool and I don't need to have torch

You got that right! Best piece of equipment I have ever bough too. Unlike using a torch, you have much more control of how much heat and where it's applied.

depending how bad the metal is stretched  ( plink plink  is )   you can also cold shrink also , with a air grinder with 36 or 24 fiber disk ,  in a spiraling circular motion , finishing in the centre of a circle , need to have air pressure up & press a little hard to get generate heat ,   then can use a combination of a shrinking hammer shrinking dolly & slapper bar  & body file  , unless your familiar doing this , its best avoid !
but its another option  

stud gun  is the best though  or the shrinking attachment on a single sided spot welder (from a mulitspot station )

You can also get small propane/butane torch and heat spots if you don't have access to more expensive tools

How do you use that shrinking attachment for the stud gun?  Just insert it in the stud gun where a welding stud is normally placed and hold against the sheet metal until it heats up?  Is it made of copper so it won't stick?

The safest option for shrinking is to make or buy a shrinking disk.  The process is similar to what tan top described.

The stud gun attachment works OK.  A torch will work, but you need to be careful, very careful.

I've found the shrinking disc the most controlable and safest.

------------YES IT IS EXACTLY AS YOU DESCRIBE.  IF YOU CAN GET BACK TO THE BACKSIDE AND USE A HAMMER AND DOLLY WHILE IT IS RED HOT  USUALLY A TWO MAN PROCESS IT WILL HALP GET IT STRAIGHT WHILE SHRINKING IT.   gO ONLINE AND RESEARCH IT. BUT YOU CAN USE YOUR STUDGUN WITH NO  NAIL IN IT AND IT WILL HEAT UP THE METAL.   GOOD LUCK
