Got ripped off by a fellow canadian(updated)

On the other side of issues like this, my buddy sold a '73 roadrunner hood to a guy for around $700.00 shipped. He sent it to the business where the buyer wanted it shipped and said he worked. My Buddy sent it via truck fright through the trucking company his fiancée works for. He had a copy of the signed packing slip (that was not signed by the buyer. It was signed by some one else who worked at the destination). The buyer said he never got the hood. Pay pal looked at the copy of the signed packing slip my buddy had, said it wasn't the buyers name on it and took the $700.00 out of his account. He's out the hood and the money. He no longer accepts pay pal.
