Idler Arm Q......washers?

A couple questions concerning idler arm installation....fist which way does the bolt go? up from the bottom or down through the top? The factory service book shows up from the bottom for b body while a year one description shows down from the top.....next are there washers that go inbetween the part of the K frame the the idler goes into.....mines loose with no washers...thanks

The bolt goes from the bottom and up through the K-frame with the castle nut and cotter pin on top.

There are no washers shown on the engineering drawings for the steering linkage, however the torque specifications do call for the castle nut to be torqued to between 50 and 90 Ft. Lbs.  It shouldn't be "loose".  Here are the part numbers:

273911 Nut
137185 Cotter Pin
