Seat Belt Application

Can someone tell me what the proper application would be for these seat belts? I had them in my 68 Charger front seat outboard side. They were in the car when I bought the car. I was told that this was never the type of seat belt for this application. All my seat belts in my car are dated April 67. My car was built Dec 67. If these do not go up front do they go in the back as retractors?

 don't look like anything i have seen before  , i'm about to say rear seat sholder straps  may be   .. but never seen what they look like up close ....
