Primer Advice Needed

I'm heading into heavy duty body work on my 68 that will probably take 12 months or so to get to the point where I will do final paint (plan is for me to do it, we'll see what the wife will endure).  I've seen the threads on expoxy primer being useful for longterm exposure but it is illegal to use in CA (apparently).  Any advice on primer approaches?  I'm in SoCal and expect the car to mostly be in the garage - it's not going to be driveable for at least 6 of those 12 months.  Maybe I shouldn't even be worried about it.
Any advice would be appreciated.
Plans are useless; planning is indispensible.

epoxy illegal in Kommifornia? what's next? You should be able to find low VOC epoxy mix, I wouldn't leave bare metal exposed for longer than few days
