I came across this ad ( not mine ) and thought others might like to see it

Body looks good and for $20 000 might not be a bad car for someone to start with

So what is wrong with it ?
Needs a new hood , has manual steering and manual brakes , newer Charger steering wheel
Windshield wiper motor missing but looks like the wipers are there
Roll bar
Probably has a tubed rear end trunk area and maybe a fuel cell ?

Depends on your state's vehicle laws.

Contact your Highway Patrol for a list of equipment and what needs to be functioning for road-worthiness and legality.

The most obvious are safety items, such as lighting, signals, and brakes.

Over here you don't need lights or signals to be road legal.....as long as you don't get caught driving it after the official lighting up time. I used this law to take my race bike on the road in the summer. Licence plate on, legal-ish exhaust, annual safety check (Called MOT here), road tax and insurance and off you go! Did lead to a few interesting conversations with the less well educated coppers though! If you have lights they have too work....so you just tape them over...my bike had none...not even brakes lights...all perfectly legal. I'm guessing that in the land of the free you can find similar loop holes!

Here in ontario you dont need reverse lights, marker lights, seat belts, mirrors, and a whole bunch of other stuff on cars built 1970 model year and older  :Twocents: although you may actually want some of that stuff

also when i took my 1970 cutlass for a safety, they didnt care that the emergency brake didn't work

Biggest issue is the rear portion being tubed out, might has well look at the car needing new rear framerails, trunk, & wells.
I really don't know but just that is like a couple grand in parts/labor at a shop (at the least).
That being said I would estimate to make it a street worthy car..at a minimum 5k if your paying labor.

Or maybe you could keep the tub-work and put a stock axle back underneath it..maybe modifying the mounts?
That scoop is terrible..

Whoever built a Black 69 r/t charger as a drag car like that is a guber.

All I am really saying is for the price they are asking vs buying a rotten crap box of a car to start with this one would not take very much to get it on the road investment wise and have a decent looking car

Goober? I think it looks pretty nice. Statements judging someone else's car choices is pointless. It was his and that Charger looks pretty solid from the pics. Obviously its been out of the elements.....Gaps all look pretty decent too. Id rather work with that then a rust belt car any day.....

To answer your question....leave the wheel tubs/rear rails if they're solid (and i bet it is)....buy all new M&H wiring harnesses ($1K), go through the brakes $50-500 depending on upgrades/current state), new brake lines (if remotely suspect), new gas tank/sending unit/etc $250), and locate a used big block/trans (anywhere from $1k-$6k depending on what you want and how patient you are)

Looking at the interior picture of car looking from passenger side at the front seats you can see part of the tub in the back where the seat is not
Fiberglass hood also

It has potential, but for the life of me I can't understand what is so hard about operating a camera. Have they changed so much that you can't tell which way is upright?
