question about counterweight locations at TC

Recently I bough from ebay new TC counterweights to an extra TC I got recently ( 175K )  from a guy who was selling SEPARATELLY all the set by pairs ( I'll never understand why sell a complete kit if you will use just two ). I asked him if he could send me scanned to my email all the paperwork too and he was agreed

just reading some stuff I got some doubts. PNs are of course the oooooold ones, but on newer TCs how do you know what is the right location if I get these instruction sheets ?:

P.S.: I already welded on my actual TC ( 166K ) because on an earlier counterweights pair I got, seller ( member of the board ) sent me the right sheet to fit those, but what if I was to get the complete kit and paperwork for the fist time ? how I was to define the right location with the newer PNs or aftermarket units ?

mmm checking out carefully, I guess the bottom attachment is for 9" converters or something similar ? ( due the given smaller ratio )
