I wasn't doing a system restore from a previous date, there is another option that comes up under fix my computer that restores the computer to the way it came from the factory.  This option doesn't ask to load any of the disks though.  I was assuming that there was a restore file that Dell had loaded for this reason and was hoping this file would not be affected by a virus.  There wasn't a date available to choose from that was before my issue so I never tried the other system restore.

try downloading the program I linked in my previuos post before using the recovery discs. The recovery discs will make you lose all your data. Its worth a shot. The problems you list sound familiar to issues my kids have done to the computer I am on right now. Twice this year. This malware program works well. The last issues the kids got on this computer would not let me get to any sites That would help. But I already had this program installed so it couldn't stop it from running. (I now have a copy of it on a flash drive for other people if needed) It tried to restart the computer to cancel the program from running. I had to sit here and cancel the attempts to get the system clean.
