can anyone tell me the difference between a 70' hood and the 68 and 69 hoods??  also are the under part with the latch inter-changeable??

No interchange.  The leading edge of the 1970 hood is different because of the "loop" from bumper, and in 1970 the shape of the big scallops on the hood also visibly changed from 1968-69.
