How to get the horn pad off.

I have a one of the three prong horn pads on a 69 charger. how does it come off? I have tried pull , push, bang, turn. now what?

You have to gently pry out the center medallion & then take out the 7/16" bolt to remove the pad.....

Assuming by "three prong" you mean you have this wheel....
