Help with Body Parts

My brother is the 2nd owner of a 1973 Dodge charger and the poor thing has been sitting more than it's been run...It turned out that the origional owner was my sisters husband and it sat at his mothers Florida garage more then it was driven, then my brother drove it for a while and has been sitting for over 10 years now. 

I'm now old enough that my brother trust me with a muscle car, the only problem is that it's been sitting so long that the fender and quarter pannels have rusted near the wheel well.  I wanted to know what would be the best solution on either buying new body parts or using patch pannels...

I am in the exact same situation... I came into possession of my fathers 1973 Charger.... and it has the same rust issues that you describe...
