Weird Floorpan Flex

I can feel my rear floor pans flex when I put on and release my emergency brake. I checked and they are solid. Is this just a bad design.

that would be your e-brake cable pulling tension on the floor via it's routing bracket (welded to floor)

I know that, but wanted to know if it is normal. I thought my pans might be rotted but they are solid.

it does happen occasionally on uni-body cars - i've had a few cars through the shop with that "problem" - i wouldnt worry about it too much
