70 headlight motor

For the last 24 yrs. my hide away headlights were on a toggle switch that worked. Now they are not working. If I unplug the connector at the motor and attach a jumper wire to the connector from the battery the doors go up and down about 3 times and then stop. I will have to open the doors open manually and it will work about 3 times and then stop. What I mean up and down 3 times is it will open then I move the jumper wire to the other connector to close them. Is the motor bad or do you think that it is out of adjustment. I hope this makes sense.
