Windage tray gaskets

I just pulled my pan and it has a windage tray. The gasket set only has one pan gasket. Do I need 2 or do I use sealer on one of the surfaces?

 I put one on recently and it had two gaskets with it.
Still looking for 15x7 Appliance slotted mags.....

Should be two gaskets....with the windage tray sandwiched in between
