What did you come up with?

Ended up using the fill it with sand method and worked well.  Time consuming but the efforts paid off.  Thanks everyone.

That is great. I wonder if heating the steel line prior to bending would make it easier. I have also had problems with tight radius' and steel line in the past.

Never thought of that, it was fairly thick walled stuff I had to work with too so that might have helped in this case as well.
