Its a textured paint, much like bedliner.  I didnt paint it, and the guy who did didnt actually tell me what it was.  It is very much like bedliner, but has blue specs in it.

Lol, that really wasn't intentional and I didn't even notice it until I posted these pics. I knew someone would mention it after I saw it when I posted them. It's a '73 and a '71 charger.
