Another Steering Question???

Okay, so i pulled my steering column out of the car and all apart. I thought that the plastic screws were broken where the smaller shaft connects because i was having telescoping movement, but they are still intact. My question is if there is a fastener that holds the lower Column cover to the upper part of the larger shaft? As pointed out in the picture below. Because there was nothing holding mine on and I am wondering if that is where I was getting the movement from? :shruggy: any help would be great!

Another thing the big outer shaft isn't supose to be conected to the smaller shaft right? it is just to slip over the smaller one. Correct me if i'm wrong please.
