Bought a rebuildkit for my doorhinges but have some questions:

I should drill the lower hinges with a 13/32" drill or .406", problem is since we have mm overhere the closest I can get is .413", too big?

The 4 bushings included, are they for the upper hinges?

you may be better off with a 10mm bit and then some light filing to fit......have you put some calipers on the pins to be installed?  you're only dealing with a difference of 7 thousandths of an inch, if the pins are the split-type pins they may still fit tight with .007 oversize, also, have you factored in that most drill bits drill around .003 oversize?

Is that the reasons there are no bushings for the lower in the kit? It's a Moparkit.

i'm not familiar with the hinges on a 68, i was just giving you some general tool info....i would hate to make an assumption about your parts without actually seeing them and knowing i'm not steering you in the wrong direction.  I would assume they are generally the same as my 73, but I also don't have those in front of me at the moment.  I'm going to see if i can find a picture of the rebuild kit so i have a better idea of what you're talking about.

Per,

Upon further searching I found the attached information, I believe it will answer your questions.

"If it's the one I sell, the uppers original bushings need to be driven out and new bushings
pressed in and new pins are used. No reaming required.

On the lowers, an oversized pin is supplied and the hinge has to be drilled & then reamed to 13/32" (.406)
