Start by shrinking by 25%...then check the size of your picture. If it's still too big, try another 25%. But always remember to rename your picture each time, as you may not want to keep your smaller picture, and save the larger.
I use ACDSee...version 4, which I feel is the best software out there for modifying pictures.

Microsoft has a small add-on program that makes it very easy. No checking and double checking the photo size, you just right click on the icon of the picture you want resized and it's one of the options that comes up automatically. Once there you can select small, medium or large (medium is perfect for this site). As soon as I figure out the link I'll post it here.

Here it is, a small, 521 KB program from Microsoft PowerToys for Windows XP that makes life so much easier: http://www.dodgecharger.com/forum/index.php/topic,23945.0.html

Khyron gets the credit.

I turned Jason onto it almost 2 years before that after I learned about it on moparts from a thread by (IIRC) member TACares.   http://www.dodgecharger.com/forum/index.php/topic,2583.0.html

Otherwise there's a built in function on Vista.  I also have used paint image stretch/skew and the fix / fit on screen option on my old version of photoshop.
