What do you think is a fair price?

Guys, I appreciate the help decoding the tag. Here is the description and some pics of the car in question.

1968 Dodge Charger.
New quarters, trunk floor, floor plans, lower rear valance.
Painted Gun metal grey
383 Magnum rebuilt with less than 500miles
MP .484" 284 Dur cam
Weiand dual plane intake
Edelbrock 750 carb
headers
906s head rebiult
727 Auto rebuilt
3.91:1 8 3/4 posi rear
Interior needs to be finished. Has new rug. Extra parts come with
17,000 b/o

What would you pay?

I'd say $13K since it looks like it still needs some work. A new interior from Legendary can easily be $2,500. If you need new console, dash work etc add another $1000-$1500. The rear/front bumper needs to be straightened and re-chromed, which is easily $750 etc. etc.

Market seems really down right now. Real nice R/Ts with $37K  asking prices aren't even getting bids.

Hood is a bit off too, makes me wonder about damage.
Funny you put up the 70's. There is a 70 500 in NY for 10K, nice car, but I don't want a 70.
13 seems fair, I'm not sure how he would feel about it, he has had the car for approx 18 years he said. So we'll see.
