I hate that the 68 charger front valance parking lights go out when you turn on the headlights. Does anyone have a diagram showing how they need to be wired to make them like the 69 so they will stay on with the headlights?

Take the wire from the headlight switch that operates the front parking lights and connect it to the wire for the rear parking lights....they will stay on all the time with headlights on now. Or, you could just make a jumper wire and connect the 2 wires up there at the headlight switch. A service manual with a wiring diagram would be your friend here

the same thing can be accomplished at the headlight wiring harness connector if you don't want to go into the dash harness.
