Can't torque front center oil pan and center rear oil pan bolts

I'm using the 971 pan, the OEM windage tray and original bolts. I can't remember if there was a windage tray on it when I took the engine apart. I finally successfully got the Milodon 18660 oil pan screen in but the front center and rear center oil pan bolts won't torque down. The ones on the side and even the corners were all able to be torqued to 16lbs-ft. I tried swapping the center bolts front and rear but they won't torque down. I may even gone too far on the front center bolts because it started to divot the hole in the oil pan. What could be the issue here? I don't see any of the screws messed up and the holes were cleaned when the machine shop had it.

Are you using the same bolts that came off the engine ?

Either the threads are messed up or the bolts are too long.
