Now on to a new problem.  The fuse in section 4 of the fuse block for some reason starts glowing red and then cracks the fuse and then blows.  This happens when you turn on the headlights.  Not sure if the cigar lighter is shorting out or not, will take a look at that later tonight.  Any other ideas to look into?

I would check my headlight wirng harness for a short, you can uplug cig. lighter and see what it does, but acts like a dead short in harness.

cigar lighter is allways plugged, so if you don't have a blown fuse during the day, short is not there ( or shouldn't be at least ).

Try without turn the headlights on firts, just parking lights position, and then dim off the cluster if still heats.

Thats just in case because headlights itseft are not driven by any fuse. Only protection with headlights is the fuse link.

That fuse drives the input to parking and dimmer... then dimmer have an extra fuse on the output from switch
