I know that M51 is the fender tag code for a 1971 B-body sunroof, but is it possible to have the factory sunroof and not have the M51 code on the fender tag? Did the St. Louis plant do crazy things like not code a sunroof on a 1971 B-body??

Good question, but I don't have an answer for '71.  In '69 when sunroofs were first introduced, they did not code the sunroof on the fender tag since the assembly line/factory didn't install the sunroof to start with.  They did, however, hint at what was to come through the Special Order number (aka Vehicle Order Number) which was given a special prefix to denote that the car was earmarked for the sunroof conversion by an outside vendor.  I think they carried the same process over for 1970, but cannot say much about 1971 or later.

I would not be surprised at all if there was still no M51 coded in 1971+ on the fender tag at St. Louis or any other plant for sunroofs if those years' conversions were also done somewhere else other than the factory.

Yes for 70 the M51 sunroof was not on the fender tag. It was denoted by the M9 in the first 2 characters of the Vehicle Order Number

C= Canadian Car

E= Export Car

K= Special Order (Y39)

M0= Car Was Built For Show (only seen on early built cars)

M9= Car Came With Factory Sunroof (M51)

Q= Executive Lease (Y22) or Public Relations (Y28)

T= CLC Lease Car (Y24)

Note: It is possible that when a car qualifies for multiple designations, one will trump the others. The only documented example of this to date is a Y28 Public Relations car that also came equipped with a factory sunroof (M51) and the car could have been designated with an M or Q, in this case M was used, thereby trumping the use of Q.

In 1969 it was noted by a 928xxx number on the fender tag's.

Is it possible that a Vehicle Order Number beginning with G9 indicated a sunroof in 1971?
