I know this isn't funny to you but Im laughing so hard right now at those paint drawings 

But on point, there is some law like adverse possession but a different name, that I think applies to what your talking about.
It was used on a case in Malibu CA, basically there was a trail that ran through a couple peoples' backyards that went to the beach. It was the trail the public used and had been there for years with the owners of the property never opposed to it. New owner comes in and decides he didn't want it going through his property so he put a fence up or something like that that blocked the trail. The people took him to court and won because of said law.
Ill ask the teacher what that law was called next class.

If you really want to get rid of them use rock salt, just sprinkle it around the trees and let mother nature take it course.

If this is bothering you that much, here is  my suggestion.  It's the city's property.  Inform them what has gone one, suggest they have a survey done and monument marker's installed.  That draws the property line.  Then the city can fine or do whatever they want to the people invading space that isn't rightfully their's.  Destroying their property is a good way to start a feud no one will win.  Believe me, I've thought about this several times myself then came to realize no good will come out of it.
If you still feel the need...chlorine works wonders.
