I found a '70 350 horse 440 in a New Yorker, should this thing have an internally balanced crank?  I will be running a 4 speed, so will need a crank that will allow me to do so without paying a ton for an aftermarket externally balanced flywheel.

Yes, it should be an internally balanced forged crank.  However, you may have to have the end drilled out for a pilot bushing.
