is every thing unbolted ,
does it turn , but not come out  :scratchchin:

leaving the  upper control arm , try working the arm up & down  while you undoing the bolt , & try to get a helper to stick a leaver behind the bolt  , washer & leaver while undoing  :scratchchin: could try heating it up also , but will burn up stuff , paint  underseal ..etc  sounds like  its had a bit of a bash & the camber bolt is bent or seized  :scratchchin:

last resort  might be a case of grinding the head off & using a dremmel grinding the bolt shaft a little from the engine bay side , & the inner wheel arch side  so upper control arm can be pulled out

only thing is not much room , in the engine bay ..which bolt  is it   :scratchchin: , becarefull you don't gring anything else & the shock tower , also don't forget to  where eye protection , as the sparks will be bouncing off every thing  :yesnod:  , if you have a air/ sabre saw could carefully saw through the bush / bolt  between the shock tower & control arm ...from the wheel arch side ,

when you refit all this with new bolts , use alot of anti seize copper grease  on them  :yesnod:

Got it off Using my favorite tool The Sawall and 5 Lennox EDGE blades, boy are those bolts and bushings Hard! don't worry, lots of never seize on bolts and bushings.I think I'll take them to a Monroe muffler place to get them pressed out and back in.
