Ok here goes, hopefully someone might know.

Thinkin its a 76 fury

it has 2 fender tags.
the first is COMPLETLY full and the second says  SPEACIAL HANDLING VECHICAL

at a total loss on this one

No Ghoste is right it would be listed as an "S" code on the build sheet and more than likely not be on the fender tag :sorry: but its true.

The unknown K is a 360 two barrel because its a 78 Fury not a 68 Bevedere in this case HemiCharger.

Special handling could just mean it had an unusual option combination or paint scheme that required a different or unusual assembly proceedure. Cop cars were tagged 'special handling'. Without seeing any build codes or the tag, it's tough to know what triggered the special handling designation.

We know it's not a 68 from this description:

A 68 LR tag would not be described as 'completly full' due to the layout of a 68 tag. Only a tag that contained six lines of codes would be 'full'. LR went to that style of tag after 74.

K would not be a valid engine code in a 68 RL45 (Belvedere) based car.

The VINs had letters yes... but they still used a numeral to indicate the year. Here's an RL41U8A car

can not make ANYTHING out here   2nd line    3 stamps right in the middle  way to rusty, even from the back

F4Y3- F class split bench with center armrest, vinyl, gold
KY4- Medium gold upper door frame
215- February 15, 1978 scheduled production date (it was a Wednesday)
K19908- Vehicle order number
EW1-White roof paint
U- order type
2B- Radiator size so I'm guessing it should read 26.  Check that "B" again.
K5X- Black vinyl bodyside moulding
C15- Special sound insulation
C54- Split back bench with center armrest
G11- Tinted glass all windows
H51- Air conditioning with front heater
J45- ??    double check this one
N94- Catalytic converter
END- End of codes
