charger gauge question

Guys, can any of you tell me what the small condenser on the back of my 68 charger gauge cluster is supposed to be hooked up to?  It has one wire coming off it.  I can't find it in my shop manual wiring diagram.  Cut and paste the ebay link below, then click on the picture of the back of the cluster, it looks like the condenser is hooked into the voltage limiter.  Is that right?  What purpose does it serve? A condensors (capacitor) job is to filter voltage. Its helps maintain a steady 5 volts comming out of that god awful ivr pos.

Thats shot on ebay is where it goes.I thought it was a noise suppresser for the radio.I had my dash out last month and was lookong at the same part.
