1968 Charger R/T **ILLEGAL** VIN Swap

Found this one on eBay.... did a quick search and didn't see it posted here before. Guy took the seats, fender tag and dash out of an R/T Charger and is selling them with a different '68. How come some people think this is actually okay?

I bought a couple of parts cars and before I picked them up the vin was removed from one of them. I ask about the vin and the guy just said I know the guy thats driving this car and he needs this vin. I think that body swaps are common, make sure you know what your buying.
