I might be able to help with some info, the D is most likely a c body, not sure about the H, 23 is two door coupe, L is HP 440, 9 is 69, and D is belvidere plant and then the sequential number.
Most of the info I found is for Dodge and Plymouth and not much on Chrysler, I am sure there are many others on this forum that can help you out.

DH is for Dodge Monaco.  A 2 dr hdtp. 69 Monaco with an HP 440 would have been pretty cool.

e440 11 29hp2 the date on the side of block is 11-28-68

E is the year code for '69 and 11 29 is the build date November 29, 1968. HP means High Performance and the 2 means it was built on the 2nd (day) shift.

It's fairly unusual to find the build date to be the next day following the casting date; they must have had a backlog of orders to get out in a hurry.
Pardon me but my karma just ran over your dogma.

Hemi-Orange would be the correct color for a 69 HP block  :2thumbs:
