What's with the two different styles of steering wheels on '68s?

Why do some '68 Chargers have the first type of wheel pictured below while other '68s have the 2nd?

#1 is larger
#2 is smaller turns faster and easier
There is a #3 that has a horn ring that goes all the around instead of just half way looking for a pic no luck yet.

#1 is my preferred choice for sure     :thumbs:.
