New Fender question

My new Fender has a black paint on the top. Im not sure if it's a proxy primer? Before I paint it I was wondering can i use a scuff pad and just scuff it up or should i just remove it all. Also I'm going to use an etching primer, a proxy primer, sealer, base coat, clear coat, in that order. Is it possible to skip the etching primer pr no? What steps would you use if you were painting a new fender?

well  collision shops would scuff it  or 320 & just wet on wet it with a non sand surfacer ( primer )  quickest & most cost effective way to do it ,   but  i would     give the primer & good D/A ing  180 /320  ....... etch & 3-4 coats of 2 pac primer  :yesnod:

I'm sure if you ask 5 people they will get 5 different ways/answers. Heres my method, Scuff & then seal with a epoxy primer like PPG's DP. Then base & clear. :Twocents: :shruggy: LEON.

add me to the scuff and prime list.  That's exactly what I did with my 2 new fenders on my 69.

Best way to tell what is on it is to use lacquer thinner on a rag and see if the material washes off.  If it does, then take all of it off and sand the bare metal with an appropriate grit.  Then use the DPLF Series PPG epoxy primer for your direct to substrate product, or an etch if necessary.  If the thinner does not touch it, then scuff , sand etc. and seal with DPLF as a sealer, or use an appropriate urethane sealer, DPLF, NCS series, DAS, etc.
