temperature gauge

What would cause a temperature gauge, to stay all the way down, while the car is running, but turn the key off and the gauge slowly rises?  Turn the key on, again and the needle drops back down.  Oh, I didn't mention, this is on my neighbor ladies 94 Grand Marquis.

Those are magnetic type gauges. They have a pull up and a pull down coil. When the key is off there isn't anything that holds the needle in place so I'm not sure that the needle going up when the key is off is a problem.  Since the gauge goes down when you turn the key on that shows that the pull down coil is working.

Ground the wire that goes to the temp sensor with the key on. If the gauge doesn't go up you probably have a bad gauge or wiring problem.  If it does go up either the sending unit is bad or the engine is not coming up to normal temperature

I've been looking, all day, trying to find the little booger.  Can't seem to locate it.  I'm probably looking right at it and can't see it.  Damn Fords!
Any ideas where it might be?

Did you find it yet?  If not I can slip out to my parents place later.  Dad has a shop manual for that car I'm pretty sure.
