Get the car. If you fix the 340 car, you'll spend more money on it than it's worth. Done Rallyes aren't bringing huge dollars yet, but if you plan on keeping your car for awhile, you could be setting yourself up good, by getting and fixing it cheaply now. This 400 car is a fair price, maybe try and get it cheaper. Rare combo. Options.

I tried to get it cheaper and he's not willing to budge on the price at all.   I told him if he changed his mind to let me know but Im not holding my breath.
